Robert J. Halpin, President & CEO

Robert J. Halpin has 23 years of experience as a local government manager in Massachusetts, including the positions of Town Manager in the communities of North Andover and Westford.  He has served as MVEDC president since the council was established. He has a degree in Community Planning and Management from the University of Massachusetts at Boston and a Masters in Public Administration from Suffolk University in Boston.

David A. Tibbetts, General Counsel

General Counsel David A. Tibbetts co-founded MVEDC in 1999 along with Kendall M. Wallace (then Publisher of The Lowell Sun) and Irving E. Rogers, III, (then Publisher of The Eagle-Tribune). He served as Secretary of Economic Affairs and Massachusetts Director of Economic Development from 1996 to 1999. Tibbetts serves on the Board of Directors and Executive Committee of the Massachusetts Alliance for Economic Development. He is a graduate of the University of Massachusetts and Boston College Law School.

Mary Cuticchia, Executive Assistant

Mary Cuticchia is the council’s Executive Assistant. Prior to joining the MVEDC staff, she worked in management and marketing in the hospitality industry for 17 years.
